5. Any Portland Cement of White Bros. Manufacture, used up to this date, must have been brought through other channels than your Department.

The Statements made by the Resident Engineer appear on the face to be serious, but there is sufficient internal evidence in his Report to show that as his data has been improperly arrived at, his conclusions are of no value.
The Resident Engineer has made and tested a number of briquettes with the following average results-
(The briquettes are 21/4 square inches area) White's average, 485 lbs; highest 510 lbs at 9 days
Burnham Cos average, 4730 lbs; highest 533 lbs at 7 days (?)
(as of 20 tests) average 483 lbs
- "A briquette 2 months old = 750 lbs (by February 1886); average 363 lbs (C) Later importations - "average 320lbs after "one month's make"
(4) "Glenogle" of 21 tests average = 380 lbs; highest 480 lbs
(e) "Chang Wo" of 12 tests average = 365 lbs; highest 440 lbs
